Initially the description was 300 players per map, split evenly between servers. (so 100 max per server, per map, for a total of 1200 wvw-wide) They said they were working on increasing that cap but we haven't been told specifically if that has been accomplished. Hard to tell also since we have culling.
As you level up your character, you unlock new utility slots- Slot 1 at level 11, Slot 2 at level 15, and Slot 3 at level 19. Utility skills are based on profession, but some are also race dependent. Utility skills can range from damage block buffs to area healing, power boosts, immobilization of enemies, and traps that prevent your enemies
For group content, you can do Fractals at max level (80) even with F2P. These are instanced "dungeons" that scale in difficulty as you progress. They also have nice rewards. More traditional dungeons exist in the game and can be accessed at level 30 (Ascalion Catacombs, Story Mode) but are an old kind of content with nice story and challenge.

If you mean "Power level" as in someone else helps you get experience while you leech in their party, the closest would be dungeons, as they give about 3/4 of the exp required to reach the next level.
The reasons to buy the core game if you're enjoying the game is having free currency to play with. The daily log in rewards will give you laurels which are very hard to get as a free to play player, and give you access to certain rewards at max level that would take a free player ages to get. You can play the game without them.

I mean, I have 6 characters all level 80 and only 1 of them has completed the personal story. If you paid for expansions, you get daily login rewards that include Tomes of Knowledge (1 Tome = 1 free level up). And doing WvW and PvP you earn even more tomes that'll add up pretty fast to level up your characters pretty quickly.
